2009 Regulations

MSA Championship Reg.No: 22/2009

1. The Open Navigational Rally Championship shall be open to any Driver or Navigator, except those as defined as being eligible for the Novice Navigational Rally Championship, competing for separate awards. It shall consist of events run under either Road Rally or Navigational Rally permits. All contenders' vehicles should comply with MSA Technical Regulations for NAVIGATIONAL RALLIES, as defined in section H of the MSA Competitors Year Book.

2. Points will be awarded to registered Navigational Rally Championship contenders only, according to the following table:

Points will be awarded to both the Driver and Navigator.

3. Where two or more competitors tie for a position in the results, the competitor who has completed the greater proportion of the event from the start, without penalty, or if all incurred penalties at the same point, the competitor with the lesser penalty, shall be the winner. If a tie still exists all competitors involved in the tie shall be awarded the points for the highest place involved in the tie.

4. In the event of a tie in the championship placings, the championship will be awarded to the competitor gaining the greater number of maximum scores. If a tie still results the process shall continue down the scoring table until it is resolved.

5. It is not necessary for a Driver and Navigator to remain as a team throughout the duration of the championship.

6. All events in the Navigational Rally Championship, and any other Navigational Rallies which so request it, will be observed and marked by Association appointed observers. Non championship rallies when observed shall have at least 15 starters. Failure to meet this requirement may nullify the observation.

7. The Navigational Rally Championship shall consist of a MAXIMUM of 12 events run, selected to run as far as possible, with a minimum interval of 2 weeks between Championship Rounds. The events to constitute the championship in any year should be those 12 which receive the highest marks from the reports from observers specified in regulation 6.
If there is a tie for 12th place, the event best marked in the previous year should be awarded that place. If this still produces a tie for any reason, then the Association Rallies Sub Committee shall decide.

8. A perpetual award will be made to the club organising the highest marked event in the championship each year.

9. A Driver will always take the classification of his, or her, current Navigator.

Recommendations:
All championship rallies are recommended to conform to the following:
Championship rallies should conform to the following standard penalties and definitions, which should be printed, or otherwise referred to, in event Supplementary Regulations.
a) Penalties
The TIME system of marking should be used.
i) Failure to visit a Time Control – 30 minutes
ii) Failure to visit a Route Check, Passage Control or Secret Check - 5 minutes
iii) Wrong direction of approach to, or departure from, a control or check - 5 minutes
iv) Failure to comply with route instructions by visiting a control or check more than once - 15 minutes
b) If a Passage Control is unmanned and a CODE BOARD substituted, evidence of visiting that control should be verified at the next MANNED control.
c) CODE BOARDS should be accordance with MSA GR. H.62. and should be sited so as to be CLEARLY visible and readable from within a competing car without the need to stop.
d) A brief explanation of all route definition methods to be used should be notified to competitors in Supplementary Regulations / Final Instructions.
e) Organisers should state exact edition of any map to be used on an event.
f) The map reference of the next route hand out control and/or MTC, should be given as the last instruction on any route card or set of route instructions.
g) MTC's at half way and/or other rest halts, should not be sited at the 'IN' or immediately preceeding 'TIME' control, in order that competitors may make up time lost on previous section, without risk of exclusion.
h) Whenever possible secret checks should be established immediately following observed Give Way junctions.
All rallies in the championship should appoint an MSA licenced scrutineer.
An ASWMC nominated Series Scrutineer may be appointed to act as a 'Judge of Fact' to ensure compliance with any of the regulations.

10. A maximum of 2 Senior Officials on events may claim 12 championship points each for organising an event in the Championship calendar. This claim can only be made once in a Championship year. These Officials must be named in the event regulations.

Regulations

MSA Championship Reg.No: 21/2009

1. The Novice Navigational Rally Championship shall be open to Drivers and Navigators competing for separate awards. It shall consist of a maximum of 8 rounds selected from the Open Navigational Rally Championship.

2. Definition:
A crew where the Navigator ONLY at time of registration, has never finished in the first 10 places Overall of a National B Road or Navigational Rally.
A navigator classified as above shall retain the classification for a calendar year, whatever performance he or she shall attain during that calendar year.

3. Points will be awarded to registered Novice Navigational Rally Championship contenders only, according to the following table:

7. The following styles of route definition are recommended for contenders in the Novice Championship: Map References; Grid Lines; Spot Heights and Tulip Diagrams. All usages of these definitions must be in simple, non coded format.
